Basic Policy on “Responsible Minerals Sourcing”

WELCO believes that one aspect of Corporate Social Responsibility (CSR) is to identify conflict-affected and high-risk areas (CAHRAs) where there are concerns about the involvement of armed groups and serious violations of human rights, and to avoid using materials supplied by business operators in such regions where the risk is high for funding armed groups with conflict minerals and other human rights violations. WELCO will engage in “responsible minerals-sourcing activities” in accordance with the “Due Diligence (DD) Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas ”(OECD Guidance) issued by the OECD.

  1. WELCO will conduct activities, such as an investigations, in accordance with the “Responsible Minerals Initiative” (RMI) program.
  2. WELCO will confirm, through investigation, that conflict minerals from the Democratic Republic of the Congo (DRC) and its nine (9) neighboring countries are not sources of funding for armed groups. [I.e., compliance with the Dodd Frank Wall Street Reform and Consumer Protection Act]
  3. WELCO will conduct a reasonable investigation on place of origin and due diligence (appropriate investigation) in order to avoid sourcing from processing sources with a high risk of human rights violations in conflict areas and high-risk areas around the world. [i.e. compliance with EU conflict minerals regulations]
  4. In the event that a significant risk is discovered in our supply chain, WELCO will request our business partner(s) change to a low-risk supply chain.
  5. WELCO will disclose appropriate information on the above efforts to customers and stakeholders.
  6. In response to requests from customers to provide information about our supply chain, WELCO will provide such information using the CMRT (Conflict Minerals Reporting Template) and the EMRT (Extended Minerals Reporting Template) issued by the RMI (Responsible Minerals Initiative).
  7. WELCO will conduct surveys of our business partners with the “Conflict Minerals Reporting Template (CMRT)” and “Extended Minerals Reporting Template (EMRT),” which were prepared by the “Responsible Minerals Initiative (RMI),” an international organization that works on issues of conflict minerals.

Requests to Business Partners
  8. To agree to WELCO’s “Basic Policy on Responsible Minerals Sourcing.”
  9. To confirm that all products which are to be delivered to WELCO do not contain minerals (raw materials) that are at high risk of human rights violations from “conflict-affected and high-risk areas (CAHRAs).” (i.e., conflict- free)
  10. To cooperate with WELCO’s surveys on conflict minerals using CMRT/EMRT.
